For over 25 years, the IRC offices in Arizona have provided a range of services including resettlement and economic empowerment services, immigration, community gardening, case management for victims of trafficking and other immigrants, including asylum seekers through services at the Welcome Center. In 2018, the IRC in Arizona expanded its programs to serve greater numbers of families and individuals seeking asylum in the U.S. who are residing in or passing through the State of Arizona. The Welcome Center Program Manager for the IRC in Arizona will ensure all programs and operations at the Phoenix Welcome Center are run to the highest standards and in line with IRC and Arizona state regulations. Job Overview: The Welcome Center Program Manager will oversee and coordinate IRC’s programming activities and services for asylum seeking families and individuals at the Phoenix Welcome Center (WC). This includes a set of core services as well as transitional casework and children’s programs. They will remain in close communication with IRC staff in both Phoenix and Tucson and with other involved entities to ensure strong collaboration and coordination and to minimize duplication and overlap of efforts. They will design, develop and grow IRC’s services for asylum seekers at the WC, develop the WC’s infrastructure, and work closely with IRC colleagues to ensure the WC’s sustainability. Major Responsibilities: • Manage day-to-day operations of the Phoenix Welcome Center, including supervising key staff in their roles, troubleshooting, providing logistical oversight, and responding to supply chain issues, as applicable. • Provide training, supervision, and high-quality talent management for all WC staff, including direct task supervision for on-site Supervisors, coordinators, specialists, and other staff. • Codify, revise, and enforce standard operating procedures (SOPs) in line with best programmatic and operational standards to ensure successful program delivery and safe, supportive environment for clients, staff, and volunteers. • Ensure close and effective collaboration with IRC Arizona and RAI technical and operational units to deliver programs and operations in line with IRC’s ways of working. • Ensure close and effective collaboration with all ASF programs. • Support and develop partnerships and communication channels with community organizations, service providers, government entities, and faith-based groups providing client referrals to or delivering services in the WC. • Provide support to in-kind donation drives with IRC staff and volunteer groups in cooperation with the IRC AZ Development Team and ASF Director. • Ensure WC program data is tracked and made available to support new business development opportunities and ongoing donor reporting as applicable. • Liaise closely with external partners, the ASF Engagement Manager, and RAI technical units to develop and maintain a comprehensive list of resources and referral options to support the complex needs of WC asylum seekers. • Support transitional case-management services for clients with heightened needs as well as outreach and referral processes to support warm-referrals to and from long-term case management and legal services programs within IRC-AZ, other IRC offices, and external organizations. • Work in partnership with the IRC AZ Development Team to design and deliver a respectful and effective volunteer engagement model for the WC. • Design, develop and grow IRC’s services for asylum seekers at the WC based on evolving needs. • Support new business development and proactively contribute to all fundraising opportunities for the WC in close partnership with the ASF Engagement Manager and IRC-AZ Development Director. • Directly manage all grants solely providing funding to the WC and ensure grant compliance in close cooperation with the IRC AZ Grants Coordinator. • Share Welcome Center best practice in humanitarian reception with IRC and external shelter and asylum networks to contribute to an increase in quality of border shelter management throughout Arizona and the USA. • Comply with all IRC policies, procedures and protocols including adherence to the IRC Way and Child and Adult Safeguarding. • Other related duties as assigned. Key Working Relationships: Position Reports to: Executive Director Position directly supervises: Welcome Center Program and Operations Supervisor(s), Program Coordinators, Volunteer Coordinator Other Internal and/or external contacts: **Internal:**IRC AZ Development Director, ASF Engagement Manager, WC Finance Coordinator, Managing Attorney, Health and Wellness Manager, ASF Volunteer Coordinator External: Federal, State and Municipal Government or non-profit entities referring clients to the WC; community based, non-profit and/or private sector organizations delivering direct services in or sending volunteers to the WC. Job Requirements: Education: • Undergraduate and/or graduate degree preferred ideally in a social work, immigration, or international related field of study. Work Experience: • Five or more years of related professional experience; preferably with a non-profit or social service organization. • At least three years of experience in program management. • At least three years of experience in staff supervision. Demonstrated Skills and Competencies: • Demonstrated understanding of the U.S. immigration system and stakeholders, particularly the U.S. asylum system; awareness of and commitment to the rights and realities of immigrant communities in the U.S. and the overall region with a special focus on the Southwest and Arizona, particularly along the U.S.-Mexico border. • Demonstrated understanding of financial and grant management and reporting. • Excellent verbal and written communication skills and the ability to communicate with limited-English speakers in a multi-cultural environment. • Advanced computer proficiency with an emphasis on Microsoft Office applications and desktop publishing. (Word, PowerPoint, Excel, Teams, Outlook). Strong command of budget management preferred. • Highly organized self-starter with proven success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines. • Strategic, creative, problem solver capable of working well independently and as a part of a team. • Strong attention to detail with the ability to prioritize and manage time effectively. • Flexibility with demonstrated ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment. • Strategic, creative, problem solver capable of working well independently and as a part of a team. Language Skills: • Fluency in written and spoken English, bilingual ability preferred in Spanish, Portuguese or other refugee/immigrant language used in Arizona. Strong cross-cultural understanding and excellent communication skills, both written and verbal. Certificates or Licenses: • Must have a valid driver’s license, active insurance policy, access to reliable transportation and the ability to travel regularly throughout the service delivery area. • In accordance with Arizona State Law, must possess or be eligible to receive a fingerprint clearance card. Working Environment: • The Phoenix Welcome Center is a 24-hour/7-day facility; flexible work hours, including holidays, evenings, and weekends with regular contact with WC clients and volunteers, is expected. Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
