In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world. IBTCI is recruiting a Third-Party Monitoring Services Team Lead for the anticipated Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. The program aims to provide third-party monitoring, evaluation, collaboration, and learning services to USAID/Afghanistan Mission, USAID/BHA, and the U.S. Department of State’s PRM. The TPM Team Lead will oversee monitoring activities, ensure the collection of reliable and high-quality data, and provide strategic guidance to enable data-driven decisions for program adaptation and impact optimization. This position is contingent upon award, will be based in Kabul, Afghanistan, and will require traveling to USAID-funded project sites across Afghanistan. Responsibilities Essential Duties/Tasks and Responsibilities: Design and implement TPM activites in alignment with the scope of work, ensuring technical rigor and high-quality data collection. Develop and oversee the execution of TPM work plans, methodologies, and tools in collaboration with USAID and implementing partners. Manage and supervise a high volume of site visits (~250-300 per month) across Afghanistan, ensuring compliance with established protocols. Lead the recruitment, training, and management of field monitors and subcontractors, ensuring capacity development in sector-specific areas such as health, education, and governance. Validate, analyze, and report monitoring data to ensure accuracy and utility for decision-making. Facilitate quarterly review sessions and prepare reports summarizing findings, trends, and actionable recommendations. Collaborate with MECLA’s evaluation and learning teams to ensure TPM findings inform adaptation and learning activities. Develop data visualization products (e.g., dashboards, infographics) to enhance data utilization. Ensure that TPM activities incorporate cross-cutting themes, including gender equality and environmental sustainability. Other Responsibilities/Responsibilities: Adapt TPM approaches to meet contextual, operational, and security challenges in Afghanistan. Conduct training sessions and workshops for USAID staff, implementing partners, and stakeholders on TPM processes and methodologies. Provide regular updates and written deliverables to USAID, ensuring timeliness and quality. Ensure compliance with USAID policies, regulations, and MEL frameworks. Address ad hoc tasks or studies requested by USAID. Other duties as assigned. Qualifications Minimum Requirements: A minimum of 10 years of experience in TPM, M&E, or related fields, with at least 4 years in a leadership role. Proven experience managing large-scale TPM operations in conflict-affected environments, preferably for USAID or other bilateral/multinational donors. Strong understanding of USAID’s ADS 201 guidelines and MEL frameworks. Demonstrated expertise in data quality assurance and the use of digital/remote data collection tools. Fluency in written and oral English required; fluency in Pashto and Dari required. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency. Education: Bachelor’s degree in Monitoring and Evaluation, Social Sciences, International Development, or a related field. Master’s degree preferred. Preferred Knowledge, Skills and Abilities: Proficiency in data visualization tools such as Power BI or Tableau. Experience in community-based monitoring in fragile contexts. Strong interpersonal, organizational, and managerial skills. Familiarity with security protocols and operational adaptation in conflict-prone zones. Working Environment: Work is typically performed in an office setting. The assignment will be based in Kabul, Afghanistan with potential international travel to fragile and conflict-prone areas. Physical Requirements: This is largely a sedentary position that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occassionally lift or move up to 25 pounds. Supervisory Responsibility: This position does not have supervisory responsibilities. Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones. Work Authorization: Candidate must be authorized to work in in Kabul, Afghanistan.
