Project Background Integrity is leading the Peacebuilding Evaluation, Analysis, Research, and Learning (PEARL) Activity for the USAID Bureau for Conflict Prevention and Stabilization’s Center for Conflict and Violence Prevention (CPS/CVP). PEARL is a global buy-in mechanism that offers violence and conflict analysis, peacebuilding evaluation, and knowledge management services to USAID Missions and Operating Units. PEARL is evaluating the implementation of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) policy goals across the Global Fragility Act (GFA) priority countries (Haiti, Libya, Mozambique, Papua New Guinea) and region (Coastal West Africa: Benin, Côte d’Ivoire, Ghana, Guinea, Togo). This global-level evaluation will help distill lessons learned in prevention, stabilization, partnership, and management for U.S. Government interventions in fragile contexts. Specifically, the evaluation aims to provide evidence about progress achieved toward two of the four SPCPS goals: Goal 3: Partnership – Promote Burden-Sharing, Coordination, and Mutual Accountability Goal 4: Management – Enable an Effective, Integrated U.S Government Response This global evaluation is formative, conducted in the early stages of the 10-year SPCPS implementation period (2022-2032) to inform learning and improvement. The evaluation will focus on strategic management processes, partnerships, and initial progress toward outcomes. PEARL will seek to analyze challenges, barriers, and opportunities that have emerged thus far, as well as identify actionable steps that could be taken to guide SPCPS implementation moving forward. Integrity is recruiting an experienced Team Leader who is available beginning in January 2025, with anticipated completion of the assignment in November 2025. The position will require continuous engagement throughout the period of performance in accordance with the agreed-upon schedule, with varying levels of effort including up to 100% LOE expected during select international trips as described below. Scope of Work The Team Leader will manage a team of international and local experts in delivering this formative global evaluation, which will examine Goal 3 (Partnership) and Goal 4 (Management) of the SPCPS as outlined above. The evaluation will entail a desk review, collection of primary qualitative and/or quantitative data, and consultations/workshops with various U.S. Government interagency stakeholders involved in SPCPS implementation and monitoring, evaluation, and learning. In-person fieldwork and stakeholder engagement activities will take place in a selection of the GFA priority countries (Haiti, Libya, Mozambique, Papua New Guinea) and region (Coastal West Africa: Benin, Côte d’Ivoire, Ghana, Guinea, Togo). Travel needs will be finalized based on the evaluation design and operational considerations. The Team Leader will provide technical leadership for all aspects of the evaluation. This includes leading evaluation design and implementation, production of deliverables, client and stakeholder engagement, and day-to-day management of the evaluation team to ensure high-quality services and outputs that meet the client’s needs. The Team Leader will work closely with the Integrity Home Office Activity Management Unit to ensure that the evaluation is planned and implemented in accordance with the USAID Evaluation Policy, Integrity standard operating procedures, and PEARL analytical and communications standards. As part of the U.S. SPCPS evaluation portfolio, Integrity is conducting a series of case study evaluations to identify contributions toward the SPCPS objectives defined for each priority country and region. The Team Leader will also coordinate with these evaluation teams to ensure alignment, transfer of knowledge, and adaptations based on lessons learned. Terms of Reference Lead a team of experts in desk review, data collection, and analysis, providing guidance and direction to ensure that the evaluation responds to U.S. Government stakeholder needs and meets high standards of quality and independence. Provide day-to-day management of progress against the agreed scope of work, timeline, and available resources, escalating risks and challenges to the PEARL Activity Director. Plan and facilitate co-design and utilization activities with key stakeholders throughout the assignment, in coordination with the PEARL Senior Learning and Outreach Specialist. Build and maintain positive relationships with evaluation stakeholders, including implementing partners, government officials, civil society representatives, and other key actors. This includes representatives from USAID, the U.S. Department of State (DoS), and the U.S. Department of Defense (DoD) involved in SPCPS implementation and decision-making. Ensure the assignment is conducted rigorously and objectively, in line with conflict-sensitive and ethical standards, and in accordance with PEARL policies and procedures. Develop actionable recommendations for SPCPS implementation based on the evaluation findings and conclusions. Develop client-ready deliverables including an Evaluation Design, an Evaluation Report, and/or other deliverables agreed upon in the scope of work. Present findings and recommendations to U.S. Government SPCPS stakeholders and other relevant audiences as requested. As requested, support Integrity’s Home Office with the recruitment and onboarding of international and local subject matter experts. Serve as the security focal point for the evaluation team during any international travel, ensuring compliance with security operating protocols and procedures. Complete other tasks as requested/required by the Integrity Home Office Activity Management Unit and PEARL Task Order Manager. Requirements and Qualifications Advanced degree in conflict studies, international relations, political science, or a related field. At least 15 years of experience in foreign policy, international development, or related fields, with a minimum of 10 years of experience in conflict-affected settings. Expertise and understanding of U.S. Government diplomacy, development, and defense interventions related to conflict prevention and stabilization. Strong knowledge of the GFA and U.S. SPCPS, including contextual factors, operational considerations, and key actors. Previous experience working in the GFA priority countries and region desirable. Experience leading research teams and managing complex evaluations or research projects in foreign policy, international development, or related fields. Experience conducting evaluations in accordance with the USAID Evaluation Policy preferred. Strong analytical skills, with experience in quantitative and qualitative data collection and analysis. Exceptional interpersonal skills, with the ability to build and maintain relationships with evaluation team members and U.S. Government stakeholders across multiple agencies and posts. Fluency in English required. Excellent communication skills, including the ability to write clear and concise reports and present findings to diverse audiences. Proficiency in French or Arabic desirable. Excellent organizational skills and ability to manage multiple priorities and meet deadlines.
