Regional Finance ManagerPermanent position, full-time, 40 hours / week |option for remote work Terms of Reference Department: Regional Department Mission/Task/Objective of the department: The goal of the department is to ensure the high-quality development, implementation and execution of regional projects and programs as well as the optimization and further development of Help’s regional program management. Team: Team Regional Finance Mission/Task/Objective of the team: Specifically, the team’s objective is to manage and oversee the high-quality financial implementation and execution of regional projects and programs, as well as to further develop the necessary processes and procedures to meet internal and external requirements and circumstances. Mission/Task/Objective of the position: The position holder is responsible for the financial management and monitoring of country programs within the region as well as the financial implementation and execution of regional projects and programs. This includes managing and controlling the preparation, implementation and documentation of projects as well as programs and ensuring the capacity building of local staff and implementing partners. Reports to: HQ Program Administration Scope of work Interdepartmental cooperation (interfaces): Project Country Finance Departments, Implementation Partner, Department Program HQ, Department Finance HQ Authority to issue directives: Finance Manager Country Offices, Finance Teams Implementation Partner, Regional Finance Officer Intra-departmental cooperation: Regional Procurement Focal Point, Regional Program Manager Profile Bachelor’s degree in finance, accounting, business administration or related field (Master’s degree preferred) 5+ years of professional experience in financial management, accounting and reporting of projects and programs in development cooperation and/or humanitarian aid in a leading position, preferably in the Middle East region Experience of managing staff and working across multiple remote teams is an advantage Ideally, experience in working with German and international donors Very good knowledge of recognized standards, regulations and principles in the area of financial processing and supervision of projects and programs in development cooperation and/or humanitarian aid Solid experience in the development and further development of tools for financial monitoring Fluent in English and Arabic both orally and in writing, knowledge of Kurdish and Pashtu is an advantage Very good handling of MS Office with advanced skills in Excel for data analysis as well as reporting and accounting programs (like WINPACCS) Good organizational skills, the ability to prioritize work and to work in a structured and careful way Ability to work in heterogeneous teams and work independently with an awareness of political sensitivities Good presentation skills and the ability to teach content in a professional manner Strong intercultural skills Suitability for travel to tropical regions and willingness to travel worldwide on official business Able to handle ambiguity and maintain a flexible and positive approach Duties/Tasks Scope of duties includes Overall financial controlling and steering of the operation within the region (Monthly Financial Controlling, Final Financial Controlling, support with local liquidity and budget management) Financial and accounting capacity building of local staff and implementing partners Support in ToR development and selection processes of local finance staff on management level Set-up of financial, accounting and controlling capacities and support with set up of modalities for operation (incl. provision of templates, trainings, instructions, etc.) Supervision of financial project and/or country closures Supervision and harmonization of financial modalities and knowledge within the region and of the regions within Help. Regional financial knowledge management (incl. hosting internal regional financial exchange formats) Needed coordination between local level actors and country operations within the region as well as streamlining towards HQ Supervisor and contact person to the Regional Finance Officer Overseeing & supervision of financial reporting for projects and operation on local level (monthly reports, financial statements, donor reports, etc.) Financial reporting for operation on regional level (monthly reports, financial statements, donor reports, etc.) Partner Assessment (Financial Part) Cost allocation and core cost planning on regional level Support with and supervision of cost allocation and core cost planning on local level Fund Request preparation and submission for regional level Fund Request controlling and sign-off for local level Sporadic on-site spot checks and internal audits on local level Disbursements + payments on regional office level Complete and compliant accounting, booking of costs and archiving of finances on regional office level Coordination with and reporting to regional financial entities (banks, etc.) + entities on level of regional office Thematic representation on regional level Active consulting of HQ in further development and modification of needed procedures and guidelines Other project related duties as assigned How to apply About us Help – Hilfe zur Selbsthilfe e.V. is a non-profit, independent organization that was founded during the war in Afghanistan in 1981 and is now active worldwide.
