Myanmar – MEAL Manager (F/M) – Rakhine
Desired start date: As soon as possibleDuration of the mission: 6 monthsLocation: Rakhine SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms. Challenges: – Access limited to the camps (none since Nov 2023 for PKT camps) – Remote working with supervisor and officer in STW for PKT camps and partially remotely for STW camps as regular connection is still feasible Priorities for the 2/3 first months: – Master the various ongoing projects ongoing in RKS and ensure regular monitoring is in place, including the indicator achievement measurement and follow-up in collaboration with the Program team and DFC-P – Continue the re-structuration of the MEAL department – Develop the Accountability team – Identify way for improvement – Get familiar with all team members and create a positive working environment in the team to ensure qualitative implementation of projects Security Constraints: SI internal security level : 3 The security context in Rakhine is currently stable but quite volatile since the reignition of clashes between MAF and AA on November 13th 2023. No humanitarian staff or N/INGOs are threaten or at direct risk but clashes can be heard on a daily basis from Sittwe office or Sittwe camps. The risk of being caught is cross-fire is therefore light but not inexistent. Since November 13th, SI has no TA and no possibility to even submit a request which renders access to the camps more difficult. Since the start of rainy season no bombing can be heard anymore. However, in Sittwe the situation is manageable and after few weeks of standby and work from home, activities in the camps have resumed to normal. However, working without TA and in a conflicting environment remains challenging and stressful. SI WILL OFFER YOU A salaried position:According to experience, starting from EUR 2310 gross per month (2100 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700. SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment. Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked. Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: limited market and restaurant, inpat allowance for employee from outside of STW Education / academic background: At least bachelor degree but preferable master degree in public health or any related to MEAL EXPERIMENT IN THE HUMANITARIAN SECTOR: 3 to 4 years EXPERIMENT ON SIMILAR POSITION: 3 to 4 years Specific skills and experience: TECHNICAL SKILLS: 1. Strong experience in MEAL, 2. Excellent knowledge of excel, survey CTO, KOBO, 3. Good knowledge of program for analysis of data such as SPSS, ACESS, 4. Excellent knowledge of tools for collecting data, interview, community mapping, FGD, calculation of sample TRANSVERSAL SKILLS: 1. Good analytical skills and problem-solving and initiative, 2. Good in reporting skills, 3. Strong communication skills, 4. Flexible, reactive, trustful and calm under pressure, 5.
