Purpose of Project The overall purpose of the anticipated USAID/DR MEL and Support Services Platform is to provide USAID/Dominican Republic with a broad range of specialized technical assistance to 1) support Monitoring, Evaluation, and Learning (MEL) services; and 2) deliver translation, logistical, and facilitation assistance in the execution of internal and external activities for the Mission. Technical assistance services include performance monitoring; geographic information systems; research, assessments, and data analysis; performance and impact evaluations; learning services, including developing networks and communities of practice, mid-course stock-taking, and pause and reflect sessions; knowledge management; capacity building in MEL, CLA, and other areas; translation; and facilitation assistance. Position Description LINC seeks a Finance and Administration Director for the anticipated USAID/DR MEL and Support Services Platform. The Finance and Administration Director will oversee the project’s administrative, operational, and financial management aspects to ensure that operations are efficient and effective and that staff are safe and supported throughout their work. This will include overseeing local procurement, human resources, budgeting and financial reporting, vehicle management, security, and office operations. This proposal position is contingent upon the award. ** Dominican nationals are strongly encouraged to apply ** Responsibilities Ensure the project develops and maintains transparent, efficient, and compliant administrative, financial, and operational procedures. Develop and oversee all financial management and reporting, vehicle management and transportation matters, and local procurement, including for goods and services. Ensure project administration and operations are carried out in compliance with USAID and LINC rules and regulations. Manage the day-to-day activities of all administrative personnel in support of project objectives. Oversee office operations. Support company registration and project start-up. Facilitate/oversee logistics and approvals for activities, as necessary. Requirements An undergraduate degree in a relevant field is required; a Master’s degree is preferred. A minimum of 10 years of progressive experience in donor-funded project management, with at least five years in an equivalent director-level role managing finance and administration for a project of a similar size. In-depth knowledge of USAID donor rules and regulations is required. Experience conducting procurement in compliance with donor requirements. Experience developing and managing comprehensive financial management systems for multi-million dollar programs, and the associated budgeting and reporting. Excellent planning, management, and communication skills, and ability to work in teams. Fluency in written and spoken Spanish and English is required.
